Clarifies the deadline for submitting written protests based on the content of a solicitation in public procurement proceedings.

Protests of solicitation content must be submitted within five working days after the due date for requests for information or after all responses to timely submitted requests for information are received, whichever is applicable, but no later than prior to receipt of offers.

Protests of contract awards must be submitted within five working days after posting of the award notice, or if debriefing is requested, within five working days after the aggrieved person knows or should have known of the facts giving rise to the protest.

Removes prior language requiring protests to be submitted before the date set for receipt of offers and consolidates deadline provisions into subsection (a) of Section 103D-701, Hawaii Revised Statutes.

Takes effect July 1, 2112, and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
