S.B. 145 Summary

• Allows offerors to revise proposals after submission and prior to award to obtain best offers, not limited to best and final offers.

• Permits purchasing agencies to use five alternative negotiation methods: award based solely on proposal ranking, discussions leading to best and final offers, serial negotiations starting with highest-ranked proposal, competitive simultaneous negotiations, or a combination of these methods.

• Removes requirement that contracts be awarded based solely on price and evaluation factors listed in the request for proposals.

• Removes requirement that purchasing agencies file the basis for contract award decisions in the contract file.
