Requires all public contracts subject to Hawaii's procurement code (chapter 103D) to include a provision documenting that contractors agree to be subject to campaign finance prohibitions under section 11-355.

Prohibits contractors from making or soliciting campaign contributions at any time between contract execution through completion, with penalties enforced under chapter 11, part XIII.

Amends section 11-355 to explicitly mandate that public contracts include language acknowledging contractors' agreement to comply with campaign finance restrictions and penalties for violations.

Amends section 103D-101 to require contractors to demonstrate business integrity by agreeing in their contracts to comply with campaign finance laws and relevant penalties.

Takes effect upon approval.
