Establishes a Therapeutic Psilocybin Working Group within the Department of Health to examine medicinal and therapeutic effects of psilocybin for treating mental health conditions including PTSD, depression, anxiety, and end-of-life psychological distress.

Working group shall examine federal and state laws regarding psilocybin, review scientific research on its efficacy and safety, and study how other jurisdictions (Oregon and Colorado) have implemented therapeutic psilocybin programs.

Working group composition includes the executive director of the Office of Wellness and Resilience (chair), Attorney General, dean of John A. Burns School of Medicine, legislative health and judiciary committee chairs, Hawaii State Council on Mental Health chairperson, physicians, psychiatrists, and other interested parties.

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2025 regular session and dissolves on June 30, 2025.

Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 to support the working group's operations; bill becomes effective December 31, 2050.
