Authorizes the Department of Budget and Finance to issue special purpose revenue bonds not exceeding $100,000,000 to assist Kohala Mountain Fish Company, LLC in establishing The Village project on the island of Hawaii.

The Village project will operate as a diversified agricultural park and processing facility producing, packaging, cooking, and freezing agricultural products for local consumption and value-added export.

The project will provide training and support to families interested in expanding farming operations, create additional jobs, and develop workforce housing.

Authorization to issue bonds lapses on June 30, 2028, though refunding bonds may be issued after that date through June 30, 2028.

Act takes effect on July 1, 2050.
