Amends Hawaii Revised Statutes § 103D-304 to allow purchasing agencies to reuse a list of qualified professional service providers for up to three years from the date it was originally prepared.

Permits agencies to waive requirements for professional service providers on a previously prepared list to submit updated qualifications and expressions of interest for at least three years from the list's creation date.

Makes minor grammatical changes to existing language ("on the basis of" to "based on" and "which" to "that").

Applies to procurement of professional services including design professional services furnished by licensees under chapter 464.

Takes effect upon approval.
