Amends section 103D-304, Hawaii Revised Statutes, to allow state agencies to rank fewer than three qualified persons for professional services contracts when fewer than three qualified persons respond to solicitations.

Permits ranking of two qualified persons or a single qualified person, with selection committee evaluations conducted according to established selection criteria.

Allows direct negotiations with a qualified person when no qualified responses are received, subject to chief procurement officer written approval and a seven-day public notice period for objections.

Requires chief procurement officer approval before proceeding with fewer than three qualified respondents after at least thirty days have passed since the solicitation notice.

Takes effect July 1, 2112.
