Establishes a pilot program within the Department of Health's Environmental Management Division to work with all four counties to identify priority areas for expanding sewerage systems or centralized treatment systems to replace cesspools.

Requires each county to submit progress reports to the legislature by twenty days prior to the 2024, 2025, and 2026 regular sessions, including project location, costs, number of homes assisted, community outreach efforts, planning status, estimated expenses, and recommendations for future priority areas.

Appropriates $10,000,000 for fiscal year 2023-2024 and $10,000,000 for fiscal year 2024-2025 to fund planning grants and implementation of the pilot program.

Pilot program activities include identifying priority areas, meeting with community stakeholders, conducting planning and design, estimating capital and maintenance costs, and equitably allocating funds to counties.

Pilot program terminates on June 30, 2026; Act takes effect July 1, 2023.
