Appropriates funds to the Department of Human Services for fiscal years 2023-2024 and 2024-2025 to achieve full funding and payment increases for Medicaid home- and community-based services (specific dollar amount not filled in).

Requires the Department of Human Services to obtain maximum available federal matching funds and pursue all other funding sources, including private grants, before expending state general revenues.

Directs focus on home- and community-based services providers with high service utilization and those without recent rate updates, including case management agencies, community care foster family homes, and adult day health and day care centers.

Bases appropriation on findings from a Milliman actuarial firm study completed December 30, 2022, which examined home and community-based service rates and included stakeholder engagement with providers on wage pressures and cost data.

Takes effect on July 1, 2050.
