Authorizes the Department of Budget and Finance to issue special purpose revenue bonds not exceeding $20,000,000 to assist West Maui Hospital Foundation, Inc. in financing design, construction, equipment, and infrastructure for West Maui Hospital and Medical Center in Maui County.

Requires the County of Maui to serve as guarantor of debt service on all special purpose revenue bonds issued under this Act.

Authorizes the Department of Budget and Finance to issue refunding bonds after June 30, 2028, to refinance the initial bonds while complying with federal tax-exemption requirements.

Authorization to issue bonds lapses on June 30, 2028, except for refunding authority which continues beyond that date.

Act takes effect on December 31, 2050.
