Requires the University of Hawaii College of Tropical Agriculture and Human Resources (CTAHR) to conduct a study on the effects of heat stress on beef cattle during interisland ocean transportation.

Study must evaluate core body temperatures, blood biomarkers related to stress, environmental conditions inside shipping devices, and carcass quality measurements for grass-fed market and cull cattle before, during, and after ocean transport.

CTAHR shall consult with livestock industry stakeholders and may request assistance from the Department of Agriculture or other departments to provide expertise for the study.

CTAHR must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the regular session of 2025.

Takes effect July 1, 2050.
