Requires the Department of Health to track and publicly report monthly data on mental health crises, emergency transports, and court-ordered treatments, with reports posted on the department's website.

Mandates the Department of Health to respond to crisis reports by dispatching staff or service providers, assessing whether individuals meet criteria for assisted community treatment (ACT), and filing ACT petitions when criteria are met.

Establishes that when courts deny involuntary commitment petitions, the Department of Health must be notified and evaluate the person for assisted community treatment eligibility.

Requires the Department of the Attorney General to assist with preparation and filing of assisted community treatment petitions and related court proceedings, unless private petitioners decline the assistance.

Appropriates unspecified general revenue funds to the Department of Health for fiscal year 2023-2024 to procure software and prepare website infrastructure for mental health crisis data collection and publication.
