Prohibits lobbyists from making contributions or promising future contributions to elected officials, candidates, or candidate committees during regular and special legislative sessions, including extensions and recess days, plus five calendar days before and after each session.

Prohibits elected officials, candidates, and candidate committees from accepting or agreeing to accept contributions from lobbyists during the restricted period.

Applies the restriction to any candidate or candidate committee that has received contributions or made expenditures exceeding $100 in the applicable election period requiring filing with the Campaign Spending Commission.

Amends Hawaii Revised Statutes Chapter 11 and Section 97-5 to incorporate the new restrictions on lobbyist contributions.

Takes effect on March 22, 2075.
