• Clarifies that the Research Corporation of the University of Hawaii's purpose is limited to educational, scientific, and literary pursuits through research, training of research personnel, and dissemination of knowledge by publication of research findings.

• Changes the University of Hawaii's requirement to contract with the Research Corporation to a discretionary option when determining that the university or another state agency cannot more effectively accomplish research and training activities.

• Limits the Research Corporation's exemptions from state laws (relating to civil service, public employment, and competitive bidding) to apply only to goods, services, and contracts directly related to research, training of research personnel, or publication of research findings.

• Requires the University of Hawaii to notify exclusive bargaining representatives and obtain governor approval for all initial service projects involving the Research Corporation and state employees.

• Restricts internal service orders and revolving accounts using University intramural funds to projects directly related to research and training, with biannual reporting to the legislature required; amendments to University of Hawaii Administrative Procedure 12.204 must be reported within 30 days.
