Exempts the Department of Education from electronic procurement system requirements for goods and services under $100,000, subject to rules governing purchases under $25,000.

Requires at least three quotations for DOE purchases of $5,000-$15,000 and at least three written quotations for purchases of $15,000-$100,000.

Exempts the Department of Education from electronic procurement system requirements for construction projects under $250,000, with the same quotation requirements scaled to that threshold ($5,000-$15,000 and $15,000-$250,000).

Adds education materials (textbooks, supplies, computers, electronic devices) to the list of goods and services exempt from competitive procurement requirements under Hawaii's procurement code.

Sunsets on June 30, 2026, with an effective date of July 1, 2050 (note: effective date appears to contain a typographical error).
