Requires the Department of Business, Economic Development, and Tourism (DBEDT) to collaborate with the University of Hawaii on workforce development activities supporting the Hawaii Pacific Hydrogen Hub and the State's hydrogen energy industry.

Appropriates funds from general revenues to DBEDT for fiscal year 2024-2025 to develop the Hawaii Pacific Hydrogen Hub, which aims to leverage $500 million in private investment to match $500 million in federal Department of Energy funding.

The Hawaii Pacific Hydrogen Hub will focus on production, processing, delivery, storage, and end-use of clean hydrogen, with the U.S. Department of Defense identified as a potential major customer for hydrogen vehicles and platforms.

Hawaii was selected as one of 33 public-private consortiums competing for federal funding under the $7 billion Regional Clean Hydrogen Hubs program.

Takes effect July 1, 2050.
