• Authorizes the Department of Law Enforcement to contract with third-party vendors to provide mail forwarding and legal process acceptance services for program participants.

• Appropriates funds for full-time equivalent positions, operating costs, and equipment to support the Department of Law Enforcement's administration of the program for fiscal years 2023-2024 and 2024-2025.

• Changes appeal procedures so that applicants or program participants submit written appeals to the Department of Law Enforcement within thirty days of denial or certification cancellation.

• Effective date: July 1, 2050.
