Amends Hawaii Revised Statutes Section 19-3 to clarify that voting more than once during any election is prohibited, even if one vote is cast in another state or territory of the United States.

Defines "more than once during any election" as election fraud, expanding existing law that previously addressed only voting multiple times within Hawaii.

Provides an exception allowing voters to cast one ballot in Hawaii's primary election and also vote in another state or territory's primary election during the same year, provided they are properly registered in all jurisdictions.

Requires that a person be properly registered to vote in a state by having acquired residence with intent to make it their legal residence and being registered with that state's elections office at time of voting.

Takes effect upon approval.
