Establishes a supportive housing pilot program within the statewide office on homelessness and housing solutions to provide affordable, permanent housing and services for persons and families with special needs.

Requires the Hawaii housing finance and development corporation to develop rental housing projects with units for persons with special needs or families requiring supportive services, with household incomes at or below 30 percent of median family income.

Directs the Hawaii public housing authority to implement project-based rent supplement payments to cover the gap between project costs and what eligible residents can afford.

Requires the statewide office on homelessness and housing solutions to provide supportive services including mental health, substance abuse treatment, and daily living assistance, with approximately $800 per month in state funding intended to be matched by federal Medicaid funds.

Requires joint interim and final reports to the legislature by December 1, 2024 and December 1, 2025 respectively, and appropriates funds for supportive housing projects, personnel, and an information system (effective date listed as June 30, 3000).
