Increases annual community forums held by Board of Education from one per county to at least six statewide, with at least one forum required in each county.

Changes community forums to "permitted interactions" under Hawaii's open meetings law (section 92-2.5) rather than exempting them from transparency requirements.

Requires Board of Education to include an open forum at the end of regularly scheduled public meetings allowing testimony on non-agenda items related to Board's jurisdiction.

Designates that less than a quorum of board members attend each forum, with one designated member serving as chair.

Requires Board to submit a report to the Legislature by 20 days before the 2024 regular session on efforts to implement open forum policies; effective July 1, 2050.
