Authorizes the State Board for Career and Technical Education to cooperate with the Legislature on nonfederal funds earmarked for career and technical education and requires annual reports to the Legislature on program conditions, progress, and expenditures.

Requires the State Board for Career and Technical Education, in collaboration with the Department of Business, Economic Development, and Tourism and Department of Labor and Industrial Relations, to develop and implement workforce development pathways aligned with regional economic development and statewide initiatives, with annual reporting on implementation progress.

Modifies the Career and Technical Education Coordinating Advisory Council membership from eleven to nine members, changing the composition of appointed and ex officio members and placing the council administratively within the Department of Labor and Industrial Relations.

Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 to the University of Hawaii for developing workforce development pathways and to the Department of Education and State Public Charter School Commission for differential pay increases for career and technical education teachers meeting standard limited license requirements.

Takes effect January 1, 2050.
