Establishes a temporary telework working group to evaluate workplace issues including long-term vacancies, employee hiring and retention, departmental applicability of telework, policy uniformity among agencies, and performance metrics.

Working group comprises the director of human resources development (chair), attorney general, director of labor and industrial relations, director of business/economic development/tourism, and a state employee representative participating in telework, with option for additional members with special expertise.

Members serve without compensation but receive reimbursement for necessary expenses; exempt from Hawaii Revised Statutes chapter 84 conflicts of interest rules; department of human resources development provides administrative support.

Working group shall submit an interim report to the legislature no later than twenty days before the 2024 regular session and a final report no later than twenty days before the 2025 regular session, both including findings, recommendations, and any proposed legislation.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to support working group operations; working group dissolves on June 30, 2025; act takes effect July 1, 2050.
