Creates a new bargaining unit (16) for employees of the City and County of Honolulu's emergency services department, separating them from bargaining unit (10) for institutional, health, and correctional workers.

Removes Honolulu emergency services employees from bargaining unit (10) and establishes them as a separate unit with their own collective bargaining representation and procedures.

Updates Section 89-6 and 89-11 of Hawaii Revised Statutes to include the new bargaining unit (16) in voting structures for public employer negotiations and impasse resolution procedures.

Protects existing rights, benefits, and privileges of Honolulu emergency services employees under state law, including no break in service during transition to the new bargaining unit.

Effective date: January 1, 2050.
