• Establishes a working group within the Office of the Governor to address watershed management and enable affordable housing development across the State.

• Requires the working group to conduct an inventory of statewide water resources, identify aquifer replenishment opportunities relevant to county water use plans, and streamline well permit approval processes.

• Working group shall consist of the chief housing officer (chair), legislative committee chairs, state agency heads, and county planning, housing, and water supply directors.

• Requires an interim report to the legislature by September 15, 2023, and a final report with findings and recommendations by twenty days prior to the 2024 regular legislative session.

• Working group dissolves on June 30, 2024.
