Amends Hawaii Revised Statutes Section 440G-8.3(f) to require the Director of Commerce and Consumer Affairs to consider enabling connectivity and educational training in digital literacy, media literacy, and workforce development when ensuring fair terms and conditions for cable access organizations.

Modifies Section 440G-14 to require cable operators to include viewership numbers for public, educational, and government access channels in their financial, technical, and operational reports filed with the director.

Specifies that viewership number reporting applies only to channels designated for public, educational, and government access use, not all channels.

Takes effect on July 1, 2050.
