Appropriates state general revenue funds to the County of Hawaii for fiscal year 2023-2024 as a grant-in-aid for the Village, an agricultural park and learning center (specific dollar amount left blank in bill).

Funds support the Village's mission to develop sustainable agriculture and food security through growing food for local consumption and export, providing ready-to-eat meals for the military and Department of Education, and training families and individuals in sustainable farming.

Requires dollar-for-dollar matching of appropriated funds from private or other government resources before any state funds can be expended.

Takes effect on July 1, 2023.
