Establishes a Maui campus housing pilot program administered by the School Facilities Authority to provide on-campus housing for teachers, staff, and administrators at Lahainaluna and Kulanihakoi high schools on the island of Maui.

Program runs from July 1, 2023 to June 30, 2029, with the Hawaii Public Housing Authority taking over administration after construction is completed.

Requires the School Facilities Authority and Department of Education to submit joint reports to the Legislature before regular sessions in 2024, 2025, 2026, 2027, 2028, and 2029, including program progress, funding needs, and proposed permanent legislation.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 for planning, design, and construction of the on-campus housing.

Effective date is July 1, 2050 (a delayed effective date).
