Lowers the legal blood alcohol concentration (BAC) threshold for operating a vehicle under the influence from 0.08 to 0.05 grams per 100 milliliters of blood or per 210 liters of breath.

Reduces the "measurable amount of alcohol" threshold from 0.08 to 0.05 grams per 100 milliliters of blood or per 210 liters of breath for evidentiary purposes.

Lowers the legal BAC presumption threshold from 0.05 to 0.02 grams per 100 milliliters of blood (or per 210 liters of breath), below which a driver is presumed not under the influence.

Establishes that BAC between 0.02 and 0.05 grams may be considered with other evidence but does not create a presumption of impairment.

Applies the new BAC thresholds to all related statutes governing administrative revocation of driving privileges, criminal prosecution, and habitual offender violations.
