Requires the Developmental Disabilities Division of the Department of Health to amend eligibility criteria for the Home and Community-Based Services Medicaid Waiver to include individuals with an intellectual or developmental disability and comorbid mental illness.

Directs the division to adopt rules under Chapter 91, Hawaii Revised Statutes, to implement the amended eligibility criteria.

Requires the department to submit a report on the status of rule adoption to the legislature no later than twenty days prior to the 2024 regular legislative session.

Appropriates unspecified general revenues for fiscal years 2023-2024 and 2024-2025 to implement the measure, including funding for full-time equivalent positions.

Takes effect July 1, 2050.
