• Renames the "statewide voters with special needs advisory committee" to "statewide elections accessibility needs advisory committee" in the Office of Elections.

• Renames county-level "voters with special needs advisory committees" to "county elections accessibility needs advisory committees" in each county.

• Expands the scope of disabilities recognized to include visual and hearing impairments, recognizing that accessibility needs may arise from disabilities beyond physical conditions.

• Maintains the five-member composition of both statewide and county committees, appointed by the governor and county mayors respectively based on recommendations from disability organizations.

• Requires committees to meet at least annually to review election procedures, services, technology, and access to information, with power to meet additional times as needed.
