SB 182 Summary

• Changes candidate filing deadline for financial disclosure statements from 20 days before the primary election to 10 days after the nomination filing deadline established under section 12-6.

• Reduces initial administrative fine for late filing of financial disclosure statements from $75 to $50, and adds a secondary fine of $250 if filing remains incomplete 30 days after the original deadline.

• Establishes that unauthorized release of confidential financial disclosure information violates chapter 84 (Hawaii Revised Statutes) rather than being subject only to section 84-31(c).

• Changes administrative fine procedures to allow discretionary assessment ("may be assessed") rather than mandatory assessment ("shall be assessed") and adds formal hearing rights before the state ethics commission under chapter 91.

• Allows the state ethics commission to waive administrative fines for good cause and to file orders with circuit court for enforcement as final judgments.
