HI SB19

Establishes that mail-in ballots cast by eligible voters remain valid even if the voter becomes ineligible to vote afterward, including by death, provided the ballot was properly returned or voting was completed in person at a voter service center.

Amends absentee ballot law to explicitly include death as a reason a voter may become ineligible after casting, while maintaining ballot validity if the voter was eligible at the time of casting.

Amends military-overseas ballot law to similarly protect ballots cast by eligible covered voters who later become ineligible, including by death.

Defines "cast" for mail-in ballots as returning the return identification envelope with marked ballot or completing voting in person at a voter service center.

Takes effect June 30, 3000.
