Establishes a state employee child care center pilot program operated by the Department of Accounting and General Services, consisting of two child care centers on Oahu: one in or near the state capitol building and one in Kapolei.

Eligible children include those with a parent, grandparent, aunt, uncle, or legal guardian who is a full-time state employee, including legislators, judges, and appointed officers.

Centers shall provide full-time weekday child care beginning at least one-half hour before the regular work day and ending no earlier than one-half hour after the work day ends.

Allows the department to charge minimal fees to offset costs and permits centers to serve non-state employees if space is available; operator selection follows Hawaii's procurement law (Chapter 103D).

Appropriates unspecified funds for fiscal years 2023-2024 and 2024-2025; pilot program repeals June 30, 2028 (effective date listed as July 1, 2112 appears to be a drafting error).
