Amends Section 11-403 of Hawaii Revised Statutes to add a new subsection (c) allowing the Campaign Spending Commission to treat a respondent's failure to respond to a complaint as a presumption that a violation of campaign spending laws has occurred.

Provides respondents with thirty days from the mailing of a complaint to explain or otherwise respond before the presumption of violation takes effect.

Does not affect rights, duties, penalties, or proceedings that existed before the Act's effective date.

Takes effect upon approval.
