Replaces Hawaii's temporary electric vehicle license plate with a new standard zero-emission vehicle (ZEV) plate design beginning January 1, 2025, featuring a colorful design reflecting the State's unique environment.

Requires hybrid vehicles registered on or after January 1, 2025 to display the rainbow design featured on Hawaii license plates since 1991, with the word "Hawaii" on the upper portion and "hybrid vehicle" on the plate.

Requires gasoline-powered vehicles registered on or after January 1, 2025 to display the same rainbow design with the word "Hawaii" on the upper portion and "gas vehicle" on the plate.

Maintains the current "Hawaii" and "Aloha State" design for all number plates issued before January 1, 2025.

Directs county finance directors to issue a new series of number plates for hybrid and gasoline-powered vehicles under the revised requirements and allows inclusion of diacritical marks on plates.
