Allows counties to enforce noise control ordinances through civil infractions rather than criminal penalties, using the existing traffic infraction adjudication system established under Chapter 291D.

Adds "noise control infraction" as a new category alongside traffic infractions and emergency period infractions, with the same processing procedures including notices, hearings, monetary assessments, and trials.

Grants district courts concurrent jurisdiction to hear noise control infraction cases involving minors, treating them as noncriminal proceedings similar to traffic violation cases.

Establishes that noise control infractions shall not be classified as criminal offenses and no penal sanction involving imprisonment shall apply to violations.

Effective July 1, 2050.
