Amends Section 92-3 of Hawaii Revised Statutes to specify that oral testimony on agenda items shall be afforded at the beginning of a board's agenda or meeting.

Clarifies that oral testimony shall not be limited only to the beginning of a board's agenda or meeting, except for county legislative bodies.

Maintains existing provisions allowing boards to provide reasonable administration of oral testimony by rule.

Applies to all boards subject to Hawaii's open meetings law (Sunshine Law), with a specific exception for the legislative body of each county.

Takes effect upon approval.
