Requires the Department of Education to employ individuals as vocational, technical, or career pathway teachers beginning with the 2023-2024 school year.

Authorizes vocational, technical, or career pathway teachers to teach without possessing a bachelor's degree, contingent on meeting alternative qualifications and criteria established by the Hawaii Teacher Standards Board.

Directs the Hawaii Teacher Standards Board to develop criteria allowing individuals with trade or industry experience to teach in vocational, technical, and career pathway programs and to issue permits for qualified individuals.

Permits the Department of Education and charter schools to hire vocational, technical, or career pathway teachers outside normal teacher licensing requirements, in addition to existing emergency hire provisions.

Takes effect July 1, 2023, and does not affect rights, duties, or penalties that arose before the effective date.
