Requires the Department of Education to transfer the Ewa Beach Public and School Library from the State Public Library System to James Campbell High School, located at 91-950 North Road, Ewa Beach, Hawaii 96706

Transfers all rights, powers, functions, and duties of the state public library system regarding the library within the Department of Education

Preserves civil service status, salary, seniority, vacation and sick leave credits, and other benefits for transferred employees who meet minimum qualifications

Allows exempt employees transferred by this Act to retain exempt status while preserving prior service credit, vacation, sick leave, and other benefits

Transfers all appropriations, records, equipment, contracts, books, and other property related to the library to the Department of Education; effective upon approval
