Establishes a rounding up for teachers' salaries special fund to be administered by the Department of Education and funded through voluntary customer contributions to utility bills.

Requires electric utilities to provide customers an option to either round up their bill to the nearest dollar or contribute a specific donation amount, with all proceeds deposited into the special fund.

Requires county boards of water supply to provide the same voluntary rounding up or donation options on water utility bills, with proceeds deposited into the special fund.

Authorizes the Department of Education to use moneys from the special fund to provide additional compensation for teachers through salary increases or bonuses, subject to legislative appropriation.

Appropriates funds to counties for fiscal year 2023-2024 to assist with implementation of the water utility bill program, with the provision taking effect July 1, 2024, while other sections take effect July 1, 2023.
