Amends Hawaii Revised Statutes Section 302A-1116 to require that temporary positions created by the Department of Education must be for providing instructional services directly to students.

Adds a new reporting requirement mandating the Department of Education report the creation of temporary positions to both the Department of Budget and Finance and the Legislature.

Maintains existing conditions that temporary positions cannot exceed one year in term and department expenditures cannot exceed allocated budget.

Responds to legislature's concern that school-level instructional funding was being reduced to support administrative positions, including two deputy superintendent positions with salaries of $190,000 each.
