Amends Section 302D-28 of Hawaii Revised Statutes to modify how per-pupil funding for charter school students is calculated beginning in fiscal year 2012-2013 and each fiscal year thereafter.

Excludes from the general fund per-pupil request calculation all amounts relating to programs that provide comparable benefits for all public school students, regardless of whether students attend Department of Education schools or public charter schools.

Maintains the existing exclusions of special education services, adult education, and the after-school plus program from the per-pupil funding calculation.

Effective date is July 1, 2023.
