Requires the technology services consolidation working group to decommission the Office of Enterprise Technology Services' primary data center in the Kalanimoku building by June 30, 2024, due to its age (over 40 years old) and vulnerability to flooding.

Mandates relocation of the entire state data center to an interim secure facility that is outside tsunami and flood zones, can support concurrent maintenance without downtime, and maintains connectivity with at least three diverse carriers.

Directs implementation of cloud computing by June 30, 2026, with all cloud servers and physical storage physically located within Hawaii, while considering latency-sensitive systems that may require local presence or hybrid-cloud design.

Establishes a 5% bid preference for information technology contracts valued at $250,000 or more when bidders provide cloud servers and services physically located in Hawaii, with monthly certification requirements and sanctions for non-compliance.

Extends the dissolution date of the technology services consolidation working group from December 31, 2023, to June 30, 2028, with required progress reports to the legislature in 2025 and 2027.
