Amends Section 37-41.5, Hawaii Revised Statutes, to expand budget protections for appropriations allocated to programs providing instructional services directly to students, not just individual schools.

Requires appropriations allocated to Department of Education programs that provide direct instructional services to students remain within the budget of the program to which they were originally allocated.

Prohibits the department from using retention of appropriations as a basis for reducing a program's future budget requirements.

Applies to both schools and programs that provide direct instructional services to students, broadening the scope of budget protection.

Takes effect upon approval.
