Amends Hawaii Revised Statutes Section 37-70 to require the Governor to ensure program memoranda submitted by the third Wednesday of January of odd-numbered years accurately reflect current program responsibilities, address current and future state needs, and align with budget-related submittals by reviewing and updating prior memoranda as necessary.

Amends Section 37-75 to require the Governor to ensure program size indicators and effectiveness measures in variance reports accurately reflect current program responsibilities, address current and future state needs, and align with information submitted under sections 37-71 and 37-72 by reviewing and updating the most recently used indicators and measures as necessary.

Changes statutory language from "will" to "shall" in Section 37-70 to strengthen the mandatory nature of program memorandum requirements.

Applies to variance reports submitted at least 30 days prior to each regular legislative session, covering the last completed fiscal year and the current fiscal year in progress.

Takes effect upon approval.
