Amends section 37-75, Hawaii Revised Statutes, regarding the Governor's variance report requirements.

Requires the Governor to ensure program size indicators used in variance reports accurately reflect current program responsibilities, address current and future state needs, and align with budget submissions under sections 37-71 and 37-72.

Requires the Governor to ensure effectiveness measures used in variance reports accurately reflect current program responsibilities, address current and future state needs, and align with budget submissions under sections 37-71 and 37-72.

Mandates the Governor review and update the most recently used program size indicators and effectiveness measures as necessary to meet these alignment requirements.

Takes effect upon approval.
