Amends Hawaii Revised Statutes Section 37-70(a) to require the Governor to submit program memoranda to the legislature by the third Wednesday of January of each odd-numbered year covering major programs in the statewide program structure.

Mandates that program memoranda accurately reflect current program responsibilities, address current and future state needs, and align with information submitted under section 37-71 by reviewing and updating the most recently submitted memoranda as necessary.

Requires program memoranda to include: program overview with objectives, components, departments, inter-agency relationships, major activities, external developments, cost/effectiveness discrepancies, and trends over budget and planning periods.

Specifies memoranda must contain statements of major program changes with cost and performance consequences, summary of analytic rationale, and discussion of emerging conditions and trends with potential state impact and alternative solutions.

Becomes effective upon approval.
