Establishes the Malama Ohana Working Group within the Office of Wellness and Resilience to develop recommendations for transforming Hawaii's child welfare system.

Working group membership includes representatives from EPIC Ohana, Inc., Hale Kipa, Inc., Department of Human Services, former foster youth, birth parents, resource caregivers, Office of Hawaiian Affairs, Kamehameha Schools, and Liliuokalani Trust.

Authorizes the Office of Wellness and Resilience to contract with an administrative facilitator to support the working group's operations and report preparation.

Requires the working group to submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2025 regular session; working group dissolves after that session adjourns.

Appropriates funds for fiscal years 2023-2024 and 2024-2025 to support the working group's operations (amount left blank in bill text).
