Amends Hawaii Revised Statutes Section 42F-103(d) to clarify that organizations using state grants to acquire land must obtain legislative authorization by concurrent resolution before disposing of the land in fee simple or by lease.

Legislative authorization requirement applies only to land acquired after the enactment of this Act, not retroactively to previously acquired property.

Organizations must negotiate with the expending agency for lump sum or installment repayment to the State of the grant amount used for land acquisition.

Grant repayment restrictions must be registered, recorded, and indexed in the bureau of conveyances or with the land court assistant registrar as an encumbrance on the property.

Amounts received from grant repayments shall be deposited into the general fund.
