Authorizes the Legislature to prescribe the form and format in which the executive branch, judiciary branch, and Office of Hawaiian Affairs submit their proposed budgets and appropriation plans.

Amends sections 10-14.5, 37-71, 37-72, and 37-92 of Hawaii Revised Statutes to require budget submissions "in a form prescribed by the legislature."

Eliminates the need for legislative staff to spend weeks transcribing executive, judicial, and OHA budgets into presentable formats, reducing clerical errors and freeing staff to focus on budget analysis.

Requires the executive branch, judiciary branch, and Office of Hawaiian Affairs to conform to the new submission format requirements by December 1, 2023.

Takes effect upon approval of the Act.
